The County of San Mateo Department of Housing is pleased to announce as of 6/13/19 a Notice of Funding Availability (NOFA) for approximately $27.6 million in Measure K Funds, State HCD No Place Like Home funds, and California Emergency Solutions and Housing funds. This NOFA is posted on the Department of Housing’s website, under the “NOFAs, Bids & Proposals” tab.

This NOFA, which is Round 7 of the County’s Affordable Housing Fund (“AHF 7.0”), is targeted to three types of projects: New Construction Multifamily Affordable Rental Housing projects, Multifamily Re-Syndication-Rehabilitation projects for existing deed-restricted multifamily affordable rental housing developments, and Multifamily New Construction Affordable First-Time Homeownership projects.  A portion of the funds provided under this NOFA are targeted specifically to assist with creating units serving No Place Like Home-eligible households which are households including one or more persons with serious mental illness who are chronically homeless, homeless, or at-risk of being chronically homeless. Note:  APPLICATIONS WILL BE SUBMITTED ONLINE THROUGH THE CITY DATA SERVICES (CDS) WEBSITE.  Instructions for submitting the Application are in the “AHF 7.0 NOFA Overview & Funding Requirements” document posted below.  For ease of reference, a PDF copy of the Application is also posted below.  

Applications will be due by 4:00 p.m. on Thursday, July 18, 2019.

DOH held a Technical Assistance Session for potential Applicants on Monday, July 1, 2019 from 2:30 p.m. – 4:00 p.m. at the Department of Housing offices in Belmont. 

HCDC Public Hearing. The Housing and Community Development Committee will conduct a public hearing tentatively scheduled for September 10, 2019 to receive testimony regarding proposals submitted for AHF funding in response to this NOFA. The HCDC is unlikely to recommend funding for any project unless a representative of the Applicant is present at the hearing to answer questions about the proposed project.

Pre-Application Meeting.  Prior to submitting an application under AHF 7.0, Applicants must meet with DOH staff to introduce and discuss the project, its fit with County affordable housing goals, any possible challenges, any projected need for County subsidy, and other topics as necessary.  For this AHF 7.0 NOFA, any meetings that cannot be scheduled in person prior to the NOFA submission deadline can be held over the phone.  Please contact Ray Hodges ( if you expect to submit a funding application under AHF 7.0 but have not yet introduced the project to DOH staff.
