The County of San Mateo Department of Housing is pleased to announce as of 6/17/2020 a Notice of Funding Availability (NOFA) for approximately $36-46 Million in Measure K Funds, State HCD Housing for a Healthy (“HHC”) California program funds, and additional sources. This NOFA is posted on the Department of Housing’s website, under the “NOFAs, Bids & Proposals” tab.
This NOFA, which is Round 8 of the County’s Affordable Housing Fund (“AHF 8.0”), is targeted to three types of projects: New Construction Multifamily Affordable Rental Housing projects, Multifamily Re-Syndication-Rehabilitation projects for existing deed-restricted multifamily affordable rental housing developments, and Multifamily New Construction Affordable First-Time Homeownership projects. A large portion of the funds provided under this NOFA are targeted specifically to assist with creating units serving HHC-eligible households which are households including one or more persons who experience chronic homelessness or homelessness, and who are High-cost health users. Applications will be due by 4:00 p.m. on Tuesday, July 14, 2020.
DOH will hold a virtual Technical Assistance + HHC Information Session for potential Applicants on Thursday, June 25, 2020 from 10am to noon, via Microsoft Teams.

HCDC Public Hearing. The Housing and Community Development Committee will conduct a public hearing tentatively scheduled for September 1, 2020 to receive testimony regarding proposals submitted for AHF funding in response to this NOFA. The HCDC is unlikely to recommend funding for any project unless a representative of the Applicant is available for the hearing to answer questions about the proposed project. This HCDC public hearing will likely be held virtually. Please return to this webpage closer to the September 1, 2020 meeting date for updated information on the forum for the HCDC public hearing.
Pre-Application Meeting. Prior to submitting an application under AHF 8.0, Applicants must meet with DOH staff to introduce and discuss the project, its fit with County affordable housing goals, any possible challenges, any projected need for County subsidy, and other topics as necessary. For this AHF 8.0 NOFA, meetings will be held over the phone or via a virtual conference meeting.
