In 2016 and 2017, the County of San Mateo has updated existing regulations and adopted new regulations related to mobilehome parks located within the unincorporated area of the County.

While San Mateo County has had a mobilehome rent control ordinance in place for a number of years, the Board of Supervisors adopted amendments to the ordinance in 2016 and 2017, which, among other changes, required owners of mobilehome parks to complete an Annual Reporting Form and clarified that the County’s rent control provisions apply to all spaces within a park. In addition, following a temporary moratorium prohibiting the conversion or closure of mobilehome parks from 2015 to 2017, the Board of Supervisors adopted an ordinance regulating the process by which a park may close or change its use, and an ordinance creating a mobilehome park zoning district. These ordinances were the result of extensive outreach and coordination with residents of mobilehome parks, park owners and managers, and members of the public. In addition to public meetings before the Planning Commission and Board of Supervisors, staff conducted a number of meetings to gather input and comments and also to inform the public about the new ordinances. Including:

  • Outreach meetings with owners, managers, and representatives of the mobilehome parks regarding the proposed ordinances before they were adopted by the Board of Supervisors (August 2, 2017, September 212, 2017);
  • Workshops for mobilehome park residents and the public regarding the proposed ordinances before they were adopted by the Board of Supervisors (August 30, 2017 – Half Moon Bay, August 31, 2017 – North Fair Oaks); and
  • Informational meetings regarding the ordinances after they were adopted by the Board of Supervisors (February 20, 2018 – Half Moon Bay, March 1, 2017 – North Fair Oaks)
